The Dynamic Coalition on Public Access in Libraries (DC-PAL) within the Internet Governance Forum brings together representatives from the library sector, NGOs and technical experts committed to bridging the digital divides and bringing more people online through public internet access in libraries.

Each year, the Dynamic Coalition hosts an open session to exchange good practices, share expertise and discuss key issues around public access in libraries and similar intermediaries.

This year’s session focuses on the role that public access in libraries plays in national connectivity strategies. IFLA will present a DC-PAL report on the role of libraries in national broadband plans and policies.

Other key speakers will discuss public access in libraries through the lenses of development policies and affordability strategies; and share the experiences of different countries in developing and implementing policies which support and enable public access in libraries.

The work of IFLA and DC-PAL during the previous Internet Governance Forum meetings includes, for example, the Public Access Policy toolkit, a contribution to the Connecting and Enabling the Next Billion(s) activity, and the Principles on Public Access in Libraries.
