First page of IFLA Briefing on Article 13Article 13 is a key element of the EU draft Directive on Copyright in the Digital Single Market. As such, it needs careful analysis and consideration given the threats it poses to freedom of expression and freedom of access to information online.

IFLA and its Advisory Committee on Freedom of Access to Information and Freedom of Expression have already underlined that any restrictions on this can only be justified if they are reasonable and proportionate. The proposed EU copyright legislation does not fufill these obligations, and rather risks greatly limiting citizens’ freedoms and actions online.
